The Local Government Unit of Antipas encourages the farmers to establish rubber nurseries to supply the AVC-PMO's seedling dispersal through Buy-One Take-One scheme. It was noted that since the later part of 2008 when the scheme was launched, the PMO has been provided by the nurseries in Makilala, Cotabato. With this move of LGU, the money and chain economic effects will mostly be circulating in the locality. This would mean additional income for the farmers within the area.

As a policy however, the farmers who intend to join the project shall apply for accreditation with the Municipal Agriculrist Office. The accredited nursery operators shall be monitored and provided with technical assistance by the said office to ensure that the recommended clones will be used including the quality of materials that will be produced. There will be a maximum number of seedlings that will be contracted with the operators. Should there will be excess, the operator shall have the right to dispose to any buyers. The PMO shall buy the "cut-bag" from the accredited nurseries at PhP12.00 each. It will then raise until first flashing or ready for field planting before releasing to ordering farmers.
